What does it mean?
Quick summary: An informal word that can mean possible, and in some contexts, sexually attractive enough to sleep with.
Doable normally means possible or manageable. In sexual slang, however, it can describe a person the speaker would be willing to have sex with.

The ordinary meaning is neutral. The sexual meaning is objectifying and often sounds crude.
When do you use it?
Context matters a lot. In normal English, it is harmless. About people, it can sound blunt and disrespectful.

Example 2: Saying a person is doable sounds crude because it reduces them to sexual availability.
